But I think the challenge - either personally, as a citizen or organisationally - is just finding the time.  Therefore shouldn't there be some incentives to make people put data out for others to use?  They need to be stronger than the commercial incentives that drive people to regard data as proprietary - or at least to be able to distinguish where the line it is between proprietary data and data for the public good.</description>
