Wednesday 24 November 2010The digital divide combined with open data could result in an increased participation gap, with those in-the-know able to get better evidence for their side of the argument and ultimately tilting patterns of distribution so that public services meet their needs. Schools and communities need to be supported to increase their Citizenship Education offer, if we want equal chances for citizens to engage with public services.
